Namibia National Social Protection Floors Expenditure and Performance review and Social Budget Planning

The project will improve the knowledge and information base on the coverage and performance of social protection in Namibia, focusing particularly on the social protection floor guarantees and build the capacity of Namibia constituents in identifying reform priorities in the field of social protection by developping a planning tool and establishing a national based social dialogue. The ILO will assist in conducting the inventory and assessment of social protection expenditure and financing and in applying a social budget forecasting of a define set of social protection expenditures. Intermediate project beneficiaries are ILO constituents particularly, departments and institutions in charge of social protection programmes and national stakeholders in the field of social protection (including National Planning Commission and Ministry of Finance), as well as social partners, and civil society representing concerned beneficiaries. Final project beneficiaries are residents in Namibian and children, in accordance with R. 202 on national floors of social protection. At the end of the project, the ILO will deliver 4 products: Product 1) Inventory of existing social protection schemes in Namibia Product 2) Social protection expenditure and performance review report Product 3) Simulations of future social protection expenditures Product 4) Capacity building of a National social security task team
