Generating emergency employment and recovering sustainable livelihoods under the Philippines Typhoon Haiyan Action Plan
Super Typhoon Haiyan impacted upon 9 regions, 44 provinces and over 600 municipalities and cities. An estimated 14.2 million people in nine regions—over 15 per cent of the country’s population—have been affected. Over 3 million people were displaced by Typhoon Haiyan. More than half of them sought refuge in evacuation centres while the rest was forced to rely on temporary support of host communities or confined to makeshift shelters. Thousands of people have been killed or declared missing and tens of thousands suffered from injuries. In several of the affected regions, pre-disaster poverty levels and malnutrition rates were already higher than the national average, with large parts of the economically active population relying on jobs considered as vulnerable employment as reported in the Millennium Development Goals (MDGs). Damages to infrastructure include houses, seaports, airports, hospitals, churches, public buildings, and private establishments. In the affected areas, 60 per cent of the employed were men and 40 per cent women. The Norwegian allocation will be used to allow the ILO to support the national Government’s efforts to provide for emergency employment and livelihood recovery in Eastern Samar, Samar, Leyte (including Tacloban), Cebu, Bohol, Negros Occidental and Palawan.
