Inventory of policy responses to the financial and economic crisis
The first phase of the ILO/WB inventory project (2010-12) was conceived as a learning exercise on crisis responses, as well as a didactic tool to conduct impact evaluation of these crisis responses. This second phase of the project (2013-16) will build on lessons learnt from this multi-dimensional partnership with the World Bank, update the database for 2011-12 and where possible for 2013, for EU-27, and Croatia, in selected key policy instruments. The overall objective of the proposed study is to contribute to a better understanding of the most pressing labour market policies issues in EU countries and support the development of social inclusive strategies for jobseekers, and policies to maintain or increase real income. Improve our understanding of the complex and interconnected nature of policy responses to the financial and economic crisis. Facilitate policy dialogue to identify, prioritize and combine reforms to support inclusive growth, decent work. To this end, the proposal for this study is to: (i) Contribute to a better understanding on how the global financial and economic crisis is challenging policies and institutions in the area of labour market and social protection. (ii) Identify key trends in how EU members are addressing employment protection legislation, wage policy, social protection, and activation measures. (iii) Elaborate impact analysis on some major policy shifts. (iv) Recommend directions for EU members, and discuss the findings of the study in a seminar with representatives from EU members and social partners.
