Value Chain Analysis for Livelihood Promotion for Refugees in Costa Rica

The objective of the assignment is to discover avenues for which refugees and asylum-seekers may find employment in Costa Rica by identifying and suggesting feasible interventions in the sector(s) that are most able to absorb them and lead to an improvement in livelihoods. This may include training opportunities, improved access to business development or financial services, enhanced access to information, etc., depending on what is identified as the biggest needs. The project also aligns with the CPO CRI131, which states that the country takes steps to develop the competitiveness and sustainability of enterprises and the environment as part of its strategy for employment generation and poverty reduction. The direct beneficiaries will be men and women working in the sector(s) identified as having the greatest potential to absorb and create decent work for refugees living in the country, which includes Costa Ricans as well as refugees. There will be two phases of the project, (i) a market assessment or sector selection exercise and (ii) a value chain analysis (VCA). The market assessment will investigate which sectors have the greatest potential for creating jobs for the target population, while also demonstrating high potential for growth. The VCA will then do a more in-depth analysis into the selected sector(s) to identify where in the value chain are the underlying constraints and opportunities. A training needs assessment (TNA) will run alongside the VCA to provide insight into the training needs of the target population. The research and analysis emerging from this project will lead to intervention strategies for increasing the number of decent work opportunities for refugee populations living in Costa Rica.
