Outcome 9: Employers' Organizations, 2014-15 (Sida-ILO Partnership Programme 2014-17)
SP programme to support Outcome 9 is designed to contribute to the enhancing the capacity of employers’ organizations to engage in policy development with government and other stakeholders to promote enabling environment for sustainable enterprises. It builds on the results achieved in the previous biennia and supports the further refinement of the Global Product (EESE Toolkit) and the application of its tools in 6 countries. At the country level, the programme will support implementation of the selected priorities identified in the Business Agendas developed in the previous phases with a particular focus on advocacy capacity, impact management and mainstreaming gender considerations in the specific policy positions. ‘’Engaging in policy development with governments and other stakeholders to ensure an environment conducive to business development and sustainable enterprise…’’ is one of the two focus areas for the Outcome 9 this biennium. The rationale behind this element of the outcome strategy is based on the need to strengthen the role EOs play in economy and society as an important labour market institution essential for creating jobs and reducing poverty. Well-functioning EOs provide the link between enterprises and government and between the micro and the macro level. At the macroeconomic level, EOs have an important role as sources of market-place information for government in its policy-making endeavours; to identify constraints on enterprise growth and economic opportunities; in exerting pressure to create or improve public goods, such as infrastructure, the availability of physical and human capital, information technology and finance; and for their role in reducing policy uncertainty, which adversely affects business decisions and investment. At the microeconomic level EOs can play an important role in improving firm performance through assistance with compliance and productivity improvements. National EOs can be change agents in the operation of their economies and labour markets, and play a key role in delivering greater stability, transparency and sustainability. Collectively with workers organizations they can provide shared solutions to economic and social challenges, thus contributing to sustainable solutions to job creation, poverty reduction and national development.
