Strengthening labour inspection profile and workplace safety in Sindh for enhancing textile exports

This proposal is prepared in response to the ‘Request for Proposal’ by the Embassy of Kingdom of the Netherlands in Islamabad on May 15, 2014 – to design a follow-up project to the Roundtable on ‘The Pakistani Textile Sector in the International Arena’ held on 24 May 2014. Pakistan is a major exporter of textile and garments in the world and particularly to the Europe, USA and other developed countries. However, with the increasing awareness about ethical sourcing and concern towards social compliance, the international buyers are increasingly demanding the Pakistani industries to abide by the international labour standards. The Government of Pakistan has ratified 34 ILO Conventions (out of total 189) and requires technical support in application of these Conventions and putting in place an appropriate institutional mechanism to inspect workplaces, provide technical advice and ensure compliance with international standards. Labour Inspection and Occupational Safety & Health are two critical areas where the Government requires a lot of support in terms of legislation, institutional capacity development, improving human resources and monitoring and reporting mechanisms. In order to enable the Pakistani industries to improve their production practices, ensure compliance with Labour Standards and ensure a systematic monitoring, inspection and reporting, the Government of Sindh in collaboration with Workers’ and Employers’ Organizations has developed a ‘Joint Action Plan to Promote Workplace Safety and Health in Sindh’. The proposed project is designed to roll out the Joint Action Plan (JAP) and will help in preparing foundational work for the medium-to-long term activities in the JAP. The proposed activities include: a. Undertake a Labour Inspection and OSH Profile; b. Foundational Training Course for all Labour Inspectors in Sindh; c. and Dissemination event
