Support to the Labour Inspection Reform in Ukraine

The ILO will arrange for translation from Ukrainian of the draft statute of the State Labour Service of Ukraine and will provide technical comments thereon to ensure its compliance with ILO Conventions 81 and 129; Subsequently, the ILO will organize a technical mission to Kyiv to help national authorities and constituents agree upon a labour inspection reform strategy. In particular, a tripartite strategic planning workshop will be organized with the participation of representatives from the Ministry of Social Policy, the State Labour Inspection, the State Service of Mining Supervision and Industrial Safety, the State Sanitary and Epidemiological Service, the Centre for Economic Reforms and the relevant employers’ and workers’ organizations. The objective will be to facilitate the joint development of the statute of the State Service on Labour Issues, formulate the implementation strategy of the reform, define the standards of reference in relation to ILO and EU norms and practice, and determine the areas of ILO’s future support. The funding from the Polish government will allow to expand participation to relevant representatives and experts from the labour inspectorate of Poland, who will share their experience and participate in the strategic planning exercise. The direct recipients will be the Ministry of Social Policy, the State Labour Inspection, the State Service of Mining Supervision and Industrial Safety, the State Sanitary and Epidemiological Service, the Centre for Economic Reforms and the relevant employers’ and workers’ organizations of Ukraine. The ultimate recipients will be Ukrainian workers who will benefit from improved workplace compliance through the enhanced services and sustainability of the country’s labour inspection. The main expected outputs of the project are the following: Output 1. Translation of into English of the draft statute of the State Labour Service of Ukraine is delivered; Output 2. ILO comments for compliance of the statute of the State Labour Service with ILS, EU and international practices are provided; Output 3. ILO technical mission to Ukraine is fielded to facilitate tripartite consensus on the strategy and road map of the labour inspection reform process; Output 4. Objectives, outcomes and implementation strategy defined for a possible Polish-funded ILO longer-term project in support of the labour inspection reform.
