Promoting rural youth employment in Afghanistan through entrepreneurship education and vocational training__REPLACED BY 106055

Developing countries face major challenges regarding the quality of available jobs for young people. School-to-work transition surveys carried out by the International Labour Organization (ILO) in 10 developing countries show that, on average, 8 out of 10 young workers are in informal employment, 6 out of 10 lack a stable employment contract and one-third are under-qualified for the work they do. In Afghanistan, the youth employment promotion challenge is further exacerbated by political volatility, fragmented education systems and weak labour market governance institutions. The objective of the project is to strengthen the institutional capacity of ILO constituents and other ILO stakeholders in Afghanistan to tackle the youth employment promotion challenge through the adjustment of existing employment promotion policies and programmes in reflection of global good practice in countries affected by fragility. The project has a duration of three years starting January 2016, a budget of 3 million USD and will be financed under the ILO-Norwegian Partnership agreement. It will be facilitated by the International Training Centre of the ILO (the Centre) in close collaboration with the ILO Office in Kabul and technical specialists from the ILO Employment Policy and Enterprise departments. The project will explore a triangular development cooperation mechanism whereby selected capacity-building support interventions will be jointly implemented by the Centre and the Vocational Training Institute of Iran and the V.V. Giri Institute in India. The project has two components: the first component evolves around capacity-building support for youth employment promotion policy planners and facilitators, while the second component focuses on capacity-building support for policy implementers, with focus on entrepreneurship education and skills development targeted at young women and men.
