Expanding access to NHIF health insurance for informal sector workers in Kenya
The National Hospital Insurance Fund (NHIF) is one of the most advanced social health insurance schemes in Africa. Still, millions of Kenyans (especially those in the informal sector) have a low awareness of health insurance issues and use poor risk-management practices to cope with high health care costs. ILO’s Impact Insurance Facility together with Financial Sector Deepening Trust (Kenya) and ThinkWell conducted a feasiblity study to explore how the comprehensive NHIF health insurance package can be extended to more informal sector workers and their families. Through this innovative public-private partnership (PPP) NHIF and the private sector can increase access to health insurance and promote better health and financial protection for informal workers and their families in Kenya. This proposal is part of a wider project initially cleared by ILO but due to long PPP appraisal process we now need to cut it into phases. -To describe the feasibility study required to assess the viability of the proposed solution (see below). Financial Sector Deepening Trust Kenya FSDK will partner with ILO’s Impact Insurance Facility in conducting the study. -To establish a suitable project with either the NHIF or their partners to implement part or all of the recommended solutions resulting from the feasibility study, with the aim of extending the comprehensive NHIF health insurance package to more informal sector workers and their families.
