Pathways to formality in Peru
The objective of this proposal is to develop an analytical framework to explain pathways towards formalization for both enterprises and employment. Using a panel-structured firm survey for Peru that contains information about various degrees of formalization, the framework would then be tested with actual data and relevant formality characteristics. Depending on data availability, the framework may also be tested in other countries, such as Colombia. The proposal has relation with two main themes identified in the ILO-WBG call for proposals: ¿ How to expand labor demand creation. The ILO has always promoted the idea that it is not any job that is important for development, but decent jobs. While there is a lot of research on job creation, there is less knowledge on processes of formal jobs creation. ¿ The impact of social protection programs. Most formalization programs are associated with an expansion of social protection to informal populations.
