JEMP "Jeunes et employabilité" - Appui au programme FORSATI

The project aims to support the Tunisian constituents in implementing the recommendations of the resolution adopted by the 101st International Labour Conference held in June 2012, called “The youth employment crisis: A call for action”. The Resolution provides a portfolio of tried and tested measures in five areas: macro-economic policies, employability, labour market policies, youth entrepreneurship, and rights at work. This project aims at bringing about visible, short-to-medium term change in the labour market outcomes of young people and women in the North West of Tunisia. Its intervention focuses on two interlinked components (i) capacity building of labour market institutions and other key stakeholders at local and national levels, and (ii) coaching and capacity building of job seekers to increase their employability. The project will invest a significant amount of its resources in the recruitment of 88 coaches in order to respond to the needs of the government in human resources and expertise to improve the employability of job seekers, ensuring their accompanying individual process in the definition of their professional project and its implementation (in wage or self employment). In addition, the project will use the services of suitable NGOs or private service providers experienced in identification/selection, mentoring, training, activities execution and build their capacities where needed. This project will build both on methodologies developed by the ILO and the achievements and tools made available through past and ongoing ILO’s interventions on youth employment in Tunisia, notably: • “PROMESS’: Promotion des Organisations et Mécanismes de l’Economie Sociale et Solidaire Funded by the Kingdom of the Netherlands. • “PEJTUN: Emplois décents pour la jeunesse tunisienne". This Danish-funded project works both at the national level and in the governorates of north-western Tunisia through a multi-dimensional and integrated approach to stimulate youth employment. • « Promouvoir l’emploi productif et le travail décent des jeunes en Algérie, Maroc, Mauritanie et Tunisie » funded by the Spanish government (AECID), • “La crise de l’emploi des jeunes: Un appel a l’action », funded by the Italian government. Both projects also provided technical assistance to ANETI to improve counselling and guidance strategies and tools.
