Actuarial Review of the Civil Servants and State Agents Social Protection System as of 31 December 2015
The project will deliver an actuarial valuation report outlining the financial projections for the status-quo situation as well as the reform options and the recommendations to ensure the long-term financial sustainability of the social security scheme. The project will also contribute to actuarial capacity building of the NSPI staff. The direct recipients of the project will be policy makers, managers, technical staff and social partners in Mozambique involved in the design and implementation of social security and employment policies. The ultimate beneficiaries will include all male and female workers covered by Mozambique’s Labour Laws through the social security scheme whose financial sustainability is secured by a periodical actuarial valuation. In addition to the NSPI, the following partners/constituents will be directly or indirectly involved in the project: • Ministry of Labour, • Ministry of Finance, • National Institute of Statistics, • The Workers’ representatives; • The Employers’ representatives; and • Other agencies and Stakeholders that will be determined (based on their relevance) during the study. Social partners are responsible for the discussions and endorsements for possible implementations of the recommendations of the ILO, while the Government partners are responsible for the provisions of required information and the implementations of and support for the recommendations once they are adopted as the Government policy. In formulating its recommendations, the ILO will base itself on its international social security standards. Due attentions will be given to ensuring that the principles of gender equality in the domain of social welfare for the population are taken into account. The analysis and projection of the financing of the scheme will be based on age- and sex-disaggregated data of contributors as well as beneficiaries in line with the standard actuarial methodologies. It will hence contribute to the clarification of the sex-profiles of contributors and beneficiaries in the future as well as at present.
