Strengthening Public Employment Services in Rwanda

The ILO-supported PES assessment commissioned by the government has shown that while there is a substantial package of ALMPs and a coordination framework in place, Public Employment Services have not been properly positioned to play its rightful role. The conceptual and policy framework is missing and PES play a very marginal role in the implementation of the ALMPs. It is weak, offering basic services and organized as semi-autonomous local government centres. Furthermore, as there are only two centres- one each in Kigali and Musanze, it is unlikely that the government will have the resources to roll out the centres to all 30 districts in the near future. The establishment of the online matching system would therefore go a long way in ensuring that services reach out to those far away from the urban centres in addition to providing a platform for collection, analysis and dissemination of labour market information. The project will therefore aim at contributing to building capacity of the CESB staff responsible for employment services and active labour market policies, as well other government structures through an exchange visit to Korea to study the policy framework, organization and management of PES, skills development programmes and other active labour market programmes supported by PES as well as the design, operation and management of the labour market information system. The project will also contribute towards an assessment of the appropriate design for the matching system at national level and how it can be linked to the overall labour market information system.
