Contribution to improved quality of social protection and social welfare services
This project aims at increasing national capacity to provide access to quality social protection and social welfare services for poor and marginalised children in Mozambique. It builds on the joint position of the ONE UN delivering as one on the context of Social Protection and the various roles the UN agencies (UNICEF, ILO and WFP) have at macro-meso-micro level: policy support, combined with evidence generation on impact of social protection; and the continued commitment on behalf of the UN to strengthen the systems for both the National Institute of Social Action (INAS) and the Ministry of Gender, Children and Social Action (MGCAS) to deliver a more effective social system on the ground to the poorest and most marginalized households. More specifically, UNICEF requests financial support from Irish Aid to i) design the Child Grant (0-2 years old) and implement it as a pilot in two districts linked to the case management system and Communication for Development component; ii) assess, develop and implement an alternative payment system for the Social Protection cash transfers, through a third service partner provider; iii) strengthen the social welfare workforce as part of a statutory child protection system; and iv) Partner with the Civil Society Organizations to support their effective participation in the process of the progressive development and consolidation of a Social Protection Floor in Mozambique (to be implemented through ILO).
