Protecting the rights of migrant domestic workers and plantation workers
The proposed project aims at improving protection of domestic workers’ and plantation workers’ rights in Malaysia through improved labour migration governance. Ultimate beneficiaries of the project interventions are women and men migrant workers, with regular and irregular status, in domestic work and plantation sectors in Malaysia. Main focus is on migrant workers from Indonesia and Bangladesh. The proposed project’s Objective is to ensure that, after two years, migrant workers in the domestic work and plantation sectors are better protected through MOUs, standard employment contracts and improved recruitment and employment practices. The project outcomes are: Outcome 1. Memoranda of Understanding (MOUs) are strengthened through better alignment with international labour standards. Outcome 2. Domestic workers and plantation workers have better access to information, support services and remedies. Outcome 3. Recruitment agencies and employers apply improved practices and standard employment contracts to employ domestic workers and plantation workers. Outcome 4. Development efforts to address human trafficking and promote labour standards in Malaysia are better coordinated. The project will partner with the Malaysian Ministry of Human Resources (MOHR) and Ministry of Home Affairs (MOHA), diplomatic missions of Indonesia and Bangladesh in Malaysia, trade unions, employers, recruitment agencies, civil society organizations (CSOs) and migrant communities to bring about sustainable change in governance and practices in domestic work and plantation sectors. Cooperation and synergies will be developed with ongoing ILO projects in Indonesia and Bangladesh to ensure participation of relevant government agencies and other partners in the activities of the proposed project. The project supplements and builds upon past and ongoing ILO work on labour migration in Malaysia.
