Support to the development of employment policies in the OPT

The project aims to provide a better response to the employment challenge in the OPT while developing the capacities of the relevant institutions and encouraging policy and inter-ministerial coordination to develop a national action plan to promote employment of Palestinian men and women. The project envisages close collaboration with the Ministry of Labour (MOL) and the Palestinian Fund for Employment and Social Protection (PFESP) and will build on the achievements of ILO’s ongoing and completed projects in the area of employment promotion, including the employment diagnostic study. The ILO will use the training and capacity building tools it has in the areas of Employment Policy Development, Public Employment Services and Statistics to achieve the project’s objectives and goals. In particular, the ILO will support the development of a national action plan on employment for the OPT through providing a range of services to the national task force responsible for the formulation of the action plan and including provision of training and capacity building for staff involved in the process; provision of technical assistance throughout the different phases of the action plan formulation; and provision of support to the actual drafting of the action plan. The ILO will also support establishing an inter-ministerial committee for more visibility and political commitment. In addition, ensuring better design, implementation, monitoring and evaluation of public employment services should also be a priority for the operationalization of employment policy in the OPT. Therefore, the ILO will support the PFESP and MOL through provision of technical assistance and capacity building for better functioning employment services. Finally, the ILO will support the Palestinian Central Bureau of Statistics (PCBS) and Palestine Economic Policy Research Institute (MAS) to enhance the labour component of the Economic Monitor, through developing its regular labour chapter and introducing two new annual supplements on labour market forecasts and SDGs, to provide better information on employment for policy support, development and monitoring.
