Desarrollo de un Plan de Formación para una inspección del trabajo moderna y eficiente en Argentina
The existence of an effective labor inspection system is a central element for the promotion of decent work. In Argentina, the Undersecretariat for Labor and Social Security Inspection of the Ministry of Labor, Employment and Social Security of the Nation (MTEySS) coordinates actions aimed at verifying compliance with labor and social security regulations throughout the national territory, making recommendations and developing improvement plans. The Labor Regime Law (No. 25,877/04) initiated a process of strengthening labor inspection through the creation of an Integral System of Labor and Social Security Inspection (SIDITYSS) "aimed at the control and inspection of compliance with labor and social security regulations throughout the national territory". The Law implemented the National Labor Regularization Plan (PNRT), the purpose of which is to verify the due registration of workers by their employers and to sanction detected non-compliances. The implementation of the PNRT improved the efficiency of the detection of unregistered employment and contributed to the reduction of labor informality. The implementation of this Plan increased the number of inspectors to 340 throughout the country through the offices of the 40 regional delegations of the MTEySS. At present, the Undersecretariat does not have an institutionalized, comprehensive, and systematized Training Plan for officials. This translates into the need to raise the minimum level of knowledge for workers engaged in inspection, as well as to homogenize the criteria among inspectors, to improve the quality of their work and the effective and efficient enforcement of the law. The Undersecretariat and the Office of the International Labor Organization (ILO) in Argentina are proposing this project to overcome the current situation by generating and validating a comprehensive training plan for labor and social security inspection in Argentina, certified by the ILO. The project will seek to contribute to the promotion of decent work and the improvement of working conditions in Argentina by strengthening the capacities of the human resources of the MTEySS in the service of labor inspection systems. Specifically, (i) a Training Plan for labor and social security inspection in Argentina will be developed, and (ii) a Community of Practice for labor and social security inspection in Argentina will be created. The project will be implemented through three components: Component 1: Development of training materials (drafting/adaptation of contents, pedagogy, validation, design and layout and obtaining ILO ISBN); Component 2: Delivery of courses; Component 3: Creation of a Community of Practice for labor and social security inspection in Argentina.
