Moving out of fragility through effective national social protection floors in times of continuing conflict and austerity
In the context of continuous fragility in Ukraine, the project will address two important challenges facing the social protection system, namely: (a) lack of access to pensions and social benefits by the population affected by armed conflicts, and (b) continual cuts in social security benefits due to austerity measures which could seriously jeopardize the minimum social protection benefits at the national level. Against this background, the project aims at (i) developing and adopting administrative procedures to ensure access to pensions and other social benefits for the population affected by armed conflicts; and (ii) intervening in the reform process – especially of the pension, health care and social assistance systems – with a view to safeguarding minimum levels of social protection in line with international labour standards. The project will achieve these objectives through technical assistance, policy development and capacity building. The action will directly contribute to the Decent Work Country Programme for Ukraine 2016-2019, with priority on social protection. This project mainly contributes to the attainment of SDG target 1.3, which as a result of the SDGs adaptation process review in Ukraine, was formulated as follows: "Increase the resilience of socially vulnerable groups of population".
