Strengthening the political and institutional environment for employment creation
This project is part of the ILO Flagship Programme on Jobs for Peace and Resilience and is based on the Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No. 205). It builds on consultations with the ILO tripartite constituents and fits within the first priority of the Decent Work Country Programme for Comoros (2015-2019) on “Employment promotion and governance”. The intervention will be implemented in the three most vulnerable municipalities on the islands of Mohéli, Anjouan and Ngazidza. The project will enhance the institutional capacity of local partners, including the tripartite constituents, to develop employment programmes for young women and men in vulnerable situations, considering gender equality and the principle of non-discrimination. Pilot action programmes using employment-intensive investment approaches in public infrastructure will be implemented with a view to demonstrating the relevance and effectiveness of this methodology for local development and youth employment. The project will also promote the establishment of new businesses on social and environmental services that can create green jobs as a complement to employment-intensive infrastructure programmes. This project contributes to the country’s efforts to advance towards the attainment of SDG target 8.2 (Achieve higher level of economic productivity through diversification, technological upgrading and innovation, including through a focus on high-value added and labour-intensive sectors).
