This project is implemented within the framework of the ILO Flagship Programme on Building Social Protection Floors for All and aims to achieve the following three interrelated objectives. First, to improve the administrative and financial governance of social security, the ILO’s policy and advisory services will focus on the progressive implementation of the technical recommendations arising from ILO actuarial studies, the improvement of the governance of the Occupational Risks Regime, the elaboration of a strategy for the governance of the Health Regime, and setting guidelines for the management of social security. Support will be provided to the Salvadorian Social Security Institute (Instituto Salvadoren~o del Seguro Social) and to the Ministry of Labour and Social Welfare with a view to improving the quality and quantity of social security statistics, including through the improvement of administrative records and the processing of strategic indicators. Second, to strengthen policies to facilitate formalization, ILO interventions will support efforts to extend social security coverage, mainly to include self-employment and to expand it to other occupational categories such as domestic and rural work, in line with the priorities of the Government of El Salvador and the provisions of the Transition from the Informal to the Formal Economy Recommendation, 2015 (No. 204). Support will also be provided for the design of a comprehensive insurance strategy, through coordinated efforts between the Ministry of Labour and Social Welfare and other entities linked to formalization policies, in cooperation with the social partners. Third, in an effort to create a solid technical basis for the promotion of the social protection floor, the ILO will continue to provide policy and advisory services to the Technical and Planning Secretary of the Presidency in: updating the costing models developed in the past; developing guidelines to improve information on the structure of the care system; and in preparing technical recommendations for the creation of a financial scheme to finance the social protection floor and other national strategies for social protection. This project contributes to the country’s efforts to advance towards the attainment of SDG targets 1.3 (Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable) and 3.8 (Achieve universal health coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all).
