Egyptian Social Protection Floor Assessment
As a result of extensive consultations in 2017 and with the aim of honouring the commitment taken by the Government of Egypt (GoE) as an ILO member, the Ministry of Social Solidarity (MoSS) has entrusted the ILO to undertake a Social Protection Floor Assessment (SPFA). The SPFA aims at examining the variety of social protection measures available and the funding strategy to adopt to achieving a basic level of social protection for all. In line with recommendation n. 202 the Social Protection Floor (SPF) is an integrated set of social policies designed to guarantee income security and access to social services for all, paying attention to vulnerable groups. In this endeavour, UNICEF and ILO have joined forces and have agreed to jointly carry out a costing exercise and a budget and fiscal space analysis to be presented to the GoE and train government officials on how to perform the same exercise in the future. The final outputs of these exercise will be the following: 1. A Social Protection Floor Assessment (SPFA), which includes: (i) a costing Exercise; (ii) a fiscal Space and Budget analysis. 2. Selected government officials equipped with the necessary skills to conduct costing exercises and fiscal/budget analysis for Social Protection.
