Building institutional capacity for prevention and resolution of labour disputes through social dialogue in Colombia

The project is aimed at creating institutional capacity for labour dispute prevention and resolution through social dialogue. To this end, it describes an implementation strategy with three components: strengthening the Ministry of Labour’s capacities for effective labour dispute management; strengthening tripartite stakeholders’ capacities for dispute prevention and resolution at the department level; and improving skills for using social dialogue as dispute prevention and resolution tool. The strategy will be developed comprehensively under two approaches: territorial and gender equity. The territorial approach will prioritize capacity building and dispute management at departmental level, under the premise that a dispute can be more easily prevented or settled from the level that is closer to the place where it takes place. Usually, when the dispute scales up to the national level, its complexity is higher and parties show increased levels of mistrust. To do this, the project will training social partners at departmental level to improve capacities for the prevention and resolution of disputes at the workplace level.
