Vision Zero Fund Lao PDR - Inception Phase

Lao PDR has ratified some ILO Conventions, but none related to the fundamental principles of Occupational Safety and Health (OSH), Labour Inspection or the International Labour Standards on Social Security (No. 81, 102, 118, 129 155, 157, 161, 187, 202). Workplace accidents and diseases are not systematically recorded, which makes it difficult to assess the extent of work-related death and diseases. There is an urgent need to increase employment injury insurance coverage, especially among workers in high-risk workplaces, as well as review and improve accident investigation and compensation procedures and work flows to ensure that compensation is paid in a timely manner. The objective of the Vision Zero Fund Initiative is to prevent work-related accidents, injuries and diseases in Global Supply Chains. In Lao PDR, the VZF project will aim at reducing work-related accidents, injuries and diseases and fostering access to compensation in two selected value chains that are integrated in global supply chains. By the end of the project, in selected supply chains, workers will benefit from improved prevention, protection and compensation from OSH risks. The development objective outlined above will be met through the following immediate objectives: Immediate objective 1: Innovative intervention models to reduce work-related accidents, injuries and diseases in selected supply chains are designed. Immediate objective 2: Innovative intervention models to reduce work-related accidents, injuries and diseases in selected supply chains are implemented and evaluated. The project will intervene both at workplace and at policy levels as per the VZF global intervention framework.
