ILO’s activities included in the UNAIDS 2018-2019 Unified Budget Results and Accountability Framework (UBRAF)

The ILO is a Cosponsor of the Joint Programme on HIV/AIDS which comprises the UNAIDS Secretariat and eleven UN Cosponsors. The work of the Joint Programme is guided by the shared vision of zero new infections, zero discrimination and zero AIDS-related deaths, the 2016 – 21 UNAIDS Fast Track Strategy as well as the programmatic and strategic frameworks of all eleven Cosponsors. This work is operationalized by the Unified Results Budget and Accountability Framework (UBRAF). The UBRAF 2018 – 19 was developed by the Joint Programme taking into consideration the decisions of the UNAIDS Programme Coordinating Board, progress to date against the fast track targets, epidemic priorities, lessons learnt in implementing earlier versions of UBRAF, the current financial resource outlook as well as the recommendations of the UNAIDS Global Review Panel. The key features of the UBRAF 2018 – 19 include: a strong focus on fast-track countries and a core package of support to other countries; a minimum core allocation provided to all cosponsors; additional funding through country envelopes to leverage joint action at the country level; and strengthened accountability and transparency through planning and reporting covering UBRAF and other resources. In this context, this concept note will focus on: a. The minimum global allocation to the ILO for the 2018 – 19 biennium ($4 million) b. The country envelope allocation for the 2018 – 19 biennium ($1,563,000) GLOBAL ENVELOPE The global envelope (i.e $4 million for the biennium) will be used to support all 23 countries identified for 2018 – 19 (i.e. the 13 countries which received resources as part of the country envelopes and also ten additional countries that did not receive resources from the country envelopes but have been prioritised for 2018 – 19. Programmatic action will be guided by six key UBRAF outcomes highlighted (below), outcomes of the ILO Programme and Budget, CPOs and DWCPs. • UBRAF Output 1.1: Innovative & targeted HIV testing and counselling programmes introduced • UBRAF Output 3.1: Targeted combination prevention programmes defined and implemented • UBRAF Output 4.1 Evidence-based HIV services for key populations implemented • UBRAF Output 5.1: Structural & social change interventions to transform unequal gender norms & systematic barriers defined and implemented • UBRAF Output 6.1: HIV-related legal and policy reforms catalysed and supported UBRAF Output 8.2: HIV-sensitive social protection and social protection programmes for vulnerable populations, including orphans and children vulnerable to HIV, strengthened
