ILO - Unified Budget Results Accountability Framework (2018 - 19) - Inter-Regional Project – Country Envelop (UBRAF CE)

HIV prevalence has decreased among adults’ ages 15 to 49 years from 5.1% in 2011/2 to 4.7% in 2017/18 . A major achievement is the expansion of antiretroviral therapy (ART). Drivers of the epidemic include low rates of condom use during high risk sex (multiple partners, transactional sex and intergenerational sex); early sexual debut; low levels of male circumcision in some regions; lack of comprehensive HIV knowledge (with less than 50% youth having comprehensive knowledge ); low coverage of safe blood for transfusion; sharing of needles amongst PWID; mobility and migration (with a high HIV vulnerability of mobile populations and the surrounding communities near ports and truck stops on transport corridors). Discrimination and violence against women/ girls are widely prevalent and fuelled by patriarchal norms, traditions (such as female genital mutilation and early marriage) and impunity before the law and increase the risk of exposure to HIV. The scale up of HIV testing at workplaces is critical because the workplace offers unique opportunities to reach women and men workers, their families and communities with HIV testing services in locations where they spend most of their daily lives and calls for mobilization of the private sector and other relevant actors and unions from male dominated sectors. Immediate Objectives: “Increase availability and uptake of HIV testing among men through workplace structures in male dominated sectors; and Immediate Objective 2: “To economically empower targeted young women and girls by increasing the availability of economic services to prevent and mitigate the impact of HIV and AIDS in selected high impact regions.”
