Strengthening Tripartite Response for Formulating and Implementing a Social Security Framework in India
India has made great strides in achieving a basic level of social protection for all the people in the country, however, the decision-makers are facing a number of pivotal challenges. Three of the most important challenges are (a) Closing the coverage gap; (b) Improved governance of social protection schemes; (c) Creating the necessary fiscal space. The Government of India follows a comprehensive approach aimed at preventing deprivation and ensuring that all individuals have a basic income security and basic health provisions. Currently, it is trying to move from a needs-based to a rights-based approach. The most significant development in this direction is the recently released Draft Code on Social Security and Labour Welfare with the objective of merging fifteen Central social security legislations into a single legislation, thus simplifying implementation. At the same time, it also aims at providing a national framework for a universal social security system both in the organized and unorganized sectors. The social partners have welcomed the initiative with some degree of caution given the daunting challenge. The project aims at supporting the Ministry of Labour and Employment in developing a policy framework leading to a code on social security, as part of the labour law reform process. The project builds upon ILO assistance already provided to the Ministry and focuses on facilitating policy dialogue and knowledge sharing to support the finalization of the draft labour code on social security and welfare.
