Strengthening Public Employment Services in English Speaking Africa

Employment services play a central role in implementation of the National Employment Policy and on-line job portal system is one of the core competences to efficiently and effectively operate the PES, especially in advanced economies. Where requisite conditions exist, many of the functions in PES can be carried out by the online electronic exchange system from matching jobseeker skills and vacancies, sharing the information of job openings, vocational training courses to job guidance through digital technologies. The system can also contribute to reduce PES operational costs through automation of services and tasks. Nowadays, this technical advancement provides a new opportunity for many developing countries, which lag behind in PES operation, to modernize their PES and expand outreach particularly to vulnerable groups, including women, with minimal physical expansion. In this project component, a Job Portal for the Namibia Public Employment Services will be developed to make an exemplary case in small developing economy. This will contribute to development of tools and guidelines for modernization of PES in developing countries.
