Microinsurance client value assessment and evaluation of the Central America Disaster Microinsurance Expansion (CADME) Project

Insurance is a risk management tool that can provide relevant protection to households to better face the materialization of risks. If insurance is well designed and operated it should achieve its social and economic development objective and be one of the components of the vulnerability reduction for families and entrepreneurs. Therefore the assessment of value of insurance products becomes a relevant mechanism to make sure that insurance achieves its purpose. This collaboration assesses and evaluates the pertinence of the microinsurance scheme that is being implemented by MiCRO in terms of the client value for intended end beneficiaries. It assesses whether the scheme has been relevant (or is assessed to be relevant for the future) by the end users. To do so the ILO implements a PACE analysis on the MiCRO catastrophe insurance product being implemented by Banrural and Aseguradora Rural in Guatemala. Additionally, the ILO carries out an evaluation that covers the overall CADME program 2014-2017 in Guatemala and El Salvador. The evaluation reviews and assesses particularly the CADME program, but also takes into consideration: the structure and efficiency of the PPDP, role and support of SDC for policy dialogue, and socio-political context factors.
