Promoting ASEAN Initiatives in TVET and Skills for Inclusive Future of Work

In close collaboration with the ASEAN Secretariat, ILO has initiated the implementation of Mutual Recognition of Skills (MRS) to assist ASEAN Member States (AMS) in preparing themselves for a region with a free flow of skilled labour since 2014. MRS was initiated by ILO as a key mobility tool for technical/vocational skilled workers (level 1-4: low-middle level skills) within the framework of the ASEAN Qualifications Reference Framework (AQRF). AQRF aims to smooth out the path in the negotiation between nations and facilitate the free movement and employment of qualified and certified personnel. While continuing with the efforts for building institutional capacity of CLM countries, preparing them for MRS, the project will facilitate regional dialogue towards the actual implementation of MRS and piloting selected cases. In addition to the MRS work, the ILO/Korea Partnership Programme will extend and deepen a regional debate on skills and the future of work that was initiated with the ILO/Korea TVET Forum in October 2016. Building also on the other ILO forums on the subject since, the project will disseminate the outcomes of those forums and facilitate further regional dialogue on national skills strategies for the future of work to explore options and new perspectives as the AMS prepare to meet future skills challenges. It will also strengthen knowledge sharing, cooperation and networking of vocational training institutions of the region. The project will include a small pilot initiative for enhancing employability of low-skilled women and men workers who are deemed at high employment risk as a result of increased automation and computerization.
