Capacity building and actuarial services to the Workers Compensation Fund of Tanzania
The immediate objective of this project is to build capacity within the WCF staff and external parties, on the financial management of EII schemes. Another objective of this project is to ensure the financial sustainability of the WCF through an actuarial valuation of the scheme based on the scheme data and data of other countries on work-related injuries and diseases in accordance with section 86 of the WCA no. 20 of 2008. The project will improve the design and the governance of the WCF by: • maintaining the financial sustainability, • assessing the benefit adequacy in terms of providing decent income to injured workers and dependants of deceased workers, • providing policy recommendation based on the findings, and • building actuarial and statistical, as well as administration and operationalization capacity for the WCF staff to support future actuarial valuations and reforms. The main output of the Project is an ILO actuarial valuation report of the employment injury insurance scheme in line with the ILO Convention 121 as well as the internationally-recognized professional standards. The project will also contribute to increased actuarial capacities of the staff of the employment injury insurance scheme in the use and the maintenance of databases, the review of past experiences, the revision of assumptions, and the conduct of actuarial projections. The project will provide the WCF a fine-tuned and up-to-date ILO model developed for the actuarial valuation.
