Strengthened capacity of member states to ratify and apply international labour standards and to fulfil their reporting obligations
This project contributes to ongoing efforts aimed at restoring the rule of law and good governance in Afghanistan. It does so by supporting the Government in implementing labour law reform that creates the enabling environment for rebuilding investor confidence and expanding decent employment opportunities, including for displaced population groups. In line with the Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No. 205), the project strengthens the development-humanitarian nexus through a focus on the implementation of the recommendations of the ILO supervisory bodies with a view to promoting the rule of law, strengthening the legal and regulatory framework for business, building the capacities of the labour administration and promoting social dialogue. The project delivers the following outputs (i) labour laws and regulations are revised in line with international labour standards and the comments of the ILO supervisory bodies; (ii) national mechanisms for effective social dialogue and for monitoring of the application of international labour standards are functional, and capacity building programmes for ILO tripartite constituents are institutionalised; and (iii) progress is made to enable the labour administration system to effectively implement national labour policy and legislation as well as towards the ratification of ILO Conventions. This project contributes to the Priority 3 of the Decent Work Country Programme of Afghanistan (2018 – 2022) and to the country’s efforts to advance towards achievement of SDG target 8.5 (By 2030, achieve full and productive employment and decent work for all women and men, including for young people and persons with disabilities, and equal pay for work of equal value).
