Employment policies formulated in Iraq using strengthened LMI systems and LM statistics

This project responds to a request raised by the Ministry of Labour and Social Affairs (MOLSA) and the Central Statistics Office (CSO) in Iraq, within the context of the development of a Decent Work Country Program for Iraq. It aims to establish a baseline of current labour market statistics to be used for policy development while enhancing institutional capacities of the tripartite constituents and key government partners to analyse labour market data. In this regard, the project enables the CSO to implement a new Labour Force Survey in 2019, adopting a methodology aligned with the outcome of the 19th International Conference of Labour Statisticians, and contributing to a new Iraqi National Employment Policy whose development is also supported by the ILO. The project is aligned with the UNDAF 2015-2019 as well as with the UNDAF 2020-2024, currently under preparation. It contributes to the country’s efforts to advance towards the attainment of SDG targets 8.3 (Promote development-oriented policies that support productive activities, decent job creation, entrepreneurship, creativity and innovation, and encourage the formalization and growth of micro-, small- and medium-sized enterprises, including through access to financial services), 8.5 (By 2030, achieve full and productive employment and decent work for all women and men, including for young people and persons with disabilities, and equal pay for work of equal value), 8.6 (By 2020, substantially reduce the proportion of youth not in employment, education or training) and 1.b (Create sound policy frameworks at the national, regional and international levels, based on pro-poor and gender-sensitive development strategies, to support accelerated investment in poverty eradication actions).
