Strengthen capacity of member states to ratify and apply International Labour Standards and to fulfil their reporting obligations
The project provides technical support in the framework of the Decent Work Country Programme for Ukraine (2016-2019). The main aim of the intervention is to protect wages by improving the national normative framework through social dialogue. The project has three components: wage arrears, minimum wage and equal pay. The three-pronged intervention strategy consists of (1) providing evidence, building on an analysis of the causes of problems, experience of what works in other countries notably in Eastern Europe, and on the review of relevant legislation related to compliance with international labour standards, (2) building capacity of the social partners; and (3) facilitating tripartite discussions to reach an agreement on the possible package of measures to address the wage arrears, establish a minimum wage fixing mechanism, and amend the legislation to ensure equal pay for work of equal value. The project contributes to the country’s efforts to advance towards the attainment of SDG target 5.1 (End all forms of discrimination against all women and girls everywhere), target 8.5 (By 2013, achieve full and productive employment and decent work for all women and men, including for young people and persons with disabilities, and equal pay for work of equal value), and target 10.4 (Adopt policies, especially fiscal, wage and social protection policies, and progressively achieve greater equality).
