Refugees for Development: On the Nexus of Humanitarian Assistance and Development
The main development challenge addressed in this research proposal is on ways of responding to humanitarian needs of refugee populations while at the same time contributing to longer-term development needs in the countries and communities hosting the refugees. This challenge is commonly referred to as the “humanitarian-development nexus” or the concept of linking relief, rehabilitation and development (LRRD), and has been discussed and promoted by humanitarian and development practitioners and academics since the 1990s (Hinds 2015). The basic premise of LRRD is the need to link and created synergies between short-term relief measures, with longer-term development programs. It reflects the belief that humanitarian need, poverty and state fragility are interrelated and often occur concurrently (Otto and Weingärtner 2013). Hence, the proposed research project responds Norglobal2’s focus area of “humanitarian efforts”, and more directly to the topic of “humanitarian-development-peacebuilding nexus”. The proposal also addresses development challenges related to SDG 16 on Peaceful Societies, particularly by focusing on interactions and potential conflicts between host and refugee populations in contexts of humanitarian and development aid interventions.
