Building the capacity of Lybian constituents and national actors to address unacceptable forms of work and promote fair and effective labour migration policies
Libya is engaging in a long process of reconstruction following an extended period of crisis and conflict. This requires addressing important decent work-related challenges, including labour migration, forced and child labour and unemployment. Effectively tackling these challenges contributes to breaking the vicious cycle of lack of economic opportunities for many, which in turn often leads to further conflict, instability or social unrest. This RBSA-funded initiative seeks to address existing unacceptable forms of work (child labour, forced labour and trafficking), strengthen governance of labour migration and reinforce the role of workers’ and employers’ organizations in the definition of social and economic policies through social dialogue. Some of the key deliverables are: a plan to address child labour and forced labour, a road map for a fair national labour migration policy and the development of national and local capacities in labour administration, labour market assessment and governance of labour migration. The intervention also promotes social dialogue and supports the role of the social partners in conflict resolution, stability and investment policies in Libya. This intervention contributes to SDG targets 8.7 (take immediate and effective measures to eradicate forced labour, end modern slavery and human trafficking and secure the prohibition and elimination of the worst forms of child labour, including recruitment and use of child soldiers, and by 2025 end child labour in all its forms) and 10.7 (facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies).
