Employment and decent work mainstreamed into national development plans and programmes
This RBSA-funded intervention contributes to the implementation of the Zimbabwe Decent Work Country Programme (2019-2022) in two priority areas: employment promotion and social dialogue. Firstly, it supports the formulation of a comprehensive national employment policy and the mainstreaming of employment targets into policies and programmes. It also addresses the challenge of the growing informal economy by building and sharing knowledge on the conceptual framework to better understand and account for informality, and contributing to the development of evidence-based, gender-responsive and non-discriminatory legislation, policies and strategies that facilitate the transition to formality. Pilot formalization interventions are rolled out as a way to demonstrate ‘’what works’’. Secondly, the intervention contributes to strengthening social dialogue institutions by enhancing the capacities of the social partners to engage in bipartite and tripartite dialogue with a view to a shared national socio-economic vision and improved labour market governance. In this respect, ILO supports labour law reforms and strengthened capacities for deepening the application of international labour standards in law and practice. This initiative contributes to the country’s efforts to advance towards the attainment of SDG targets 8.3 (promote development-oriented policies that support productive activities, decent job creation, entrepreneurship, creativity and innovation, and encourage the formalization and growth of micro-, small- and medium-sized enterprises, including through access to financial services); 8.5 (by 2030, achieve full and productive employment and decent work for all women and men, including for young people and persons with disabilities, and equal pay for work of equal value); and 8.8 (protect labour rights and promote safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment).
