ILO-OECD-WHO Working for Health Programme (W4H)
The project reflects the ILO contribution to the joint ILO-OECD-WHO Working for Health (W4H) programme which emerged from the findings of the High-Level Commission on Health Employment and Economic Growth (HEEG). By joining forces, the ILO, OECD and WHO provide coordinated policy advice, technical assistance, and capacity strengthening programmes to assist Member States enhancing national health workforce strategies and policies. The ILO contribution to the Programme focuses on strengthening the employment and decent work component and enhancing social dialogue among all stakeholders. The development objective is the accelerated progress towards Universal Health Coverage and relevant SDGs (SDG 3, 4, 5 and 8), through an expanded and transformed health workforce. The project operates at global, regional and country level. At global level, the expected outcome is that coherent health workforce data inform effective policy planning, monitoring and international mobility. To this end, ILO contributes to the Inter-Agency Data Exchange and to the International Platform on Health Worker Mobility. The project supports two regional initiatives to develop sub-regional multi-sectoral health workforce strategies, notably in the South-African Development Community and in the West-African Economic and Monetary Union (UEMOA). The project also provides supported to different countries (Guinea, Niger, Rwanda, South Africa) in the development of multi-sectoral enhanced health workforce strategies. The scope of countries may increase over time.
