Improved access to employment opportunities for Lebanese and refugee graduates from skills training

The project is the second phase of the project “Improved and market-based provision of vocational training for Lebanese and refugees” (LBN/16/07/ITA) which was implemented with funding from Italian Agency for Development Cooperation (AICS) ending in September 2018. The activities build on needs and gaps in services identified by the ILO during the implementation of previous phases, such as providing post-training follow-up services, as well as based on consultations with project partners and other stakeholders. The project furthermore builds on the ILO’s previous interventions including post-crisis skills development in South Lebanon, and joint interventions with UNRWA to improve the employability of Palestinian refugees and support to the National Employment Office on strengthening their services. The project targets vulnerable groups in Lebanon, including women and youth – Lebanese host communities and refugees alike, predominantly in rural areas. These vulnerable groups will be recipients of on-the-job training and benefit from upgraded skills training programmes offered by skills training providers. The project’s direct recipients are non-governmental organisations (NGOs) providing skills training as well as national vocational training providers, the National Employment Office, the General Confederation of Lebanese Workers (CGTL) and the Association of Lebanese Industrialists (ALI), which will benefit from targeted technical assistance, institutional development and capacity building interventions. This will ultimately improve their approach and methodologies in dealing and collaborating with private sector to develop more adapted skills development programmes based on needs, as well as in ensuring that beneficiaries will benefit from post-training follow-up services in addition to the skills training.
