Legal and Institutional Reforms for Improved Labour Market for Improved Labour Market Governance

The Initiative to Improve Fundamental Labour Rights and Practices in Myanmar (The Initiative) was formally launched by Myanmar, the United States, Japan, Denmark and the International Labour Organization in November 2014. The European Union joined in May 2015. This Initiative seeks to support the promotion of fundamental labour rights and responsible business practices. Specifically, the Initiative will (1) develop a multi-year labour law reform plan to build on the legislative progress already made by Myanmar, (2) support institutional capacity building in line with identified priorities, and (3) provide a forum for domestic and international stakeholder engagement and input. Under this Initiative, the ILO-Myanmar Labour Market Governance Programme (the Programme) was developed, and the Phase I (Sept 2016 – Dec 2018) was implemented by the ILO with the kind financial contributions from the European Union, the Netherlands and the United States Department of Labor. As an Initiative partner, Japan has provided valuable support, through the provision of experts on labour administration who are embedded in MOLIP and provide expertise and advice on a day-to-day level. These Japanese experts work in close collaboration with the present ILO Programme. The ILO Labour Law Guide, published under the Programme, has been translated inter alia into Japanese (with the kind financial contribution from Japan) and is widely appreciated by Japanese businesses in Myanmar.
