Empresas Resilientes na Beira

Background On March 15th 2019 a cyclone category four made landfall near the city of Beira and moved inland towards the central provinces of Sofala and Manica, forcing Mozambique to declare the state of emergency. The destruction of the cyclone was preceded some days earlier by floods in the North Eastern Provinces. Both events have affected about 1.8 million, according to OCHA. The official death toll was 518 people and more than 1500 injured by the second week of the emergency. Many public buildings essential for delivery of public services have been badly damaged. An ILO field mission found out extensive damage in school infrastructure. According to the Ministry of Education (MINED), 90% of the almost 1000 schools in Sofala Province were damaged, that is 2,150 classrooms damaged by 8 days of sustained rain, mainly in Beira, Dondo, Buzi and Nhamatanda. In the central provinces 3,504 classrooms were impacted and 335,132 students affected. According to the Ministry of Health 55 Health facilities have been destroyed. The cyclone has also affected ILO’s constituents. For instance, damaging the network of professional and vocational training centers operated by the vocational Training Institute (IFPELAC) under the Ministry of Labour, Employment and Social Security in the province. The cyclone has also caused severe disruptions to livelihoods and employment. Project Goal The ILO is implementing a project that is working with local service providers to support the emergence of an integrated service offer that combines training on business continuity planning and access to financial services. Project outcome The expected outcome of the project is that livelihoods of the local population will be restored and provision of basic services will continue while enhancing business’ capability to respond top climate change shocks and natural disasters. Key Interventions Project key intervention will include: Adaptation of SIYB training materials to the local context and development of a module on business continuity management and organizing of a competency reinforcement/training of trainers workshop on the new training package on resilient entrepreneurship and business continuity management. Time frame and key partners The project will be implemented from 1st October 2019 to 31st January 2020 led by an implementing partner Office for Support and Consultancy to Small Industries (GAPI) which is a financial institution that contributes to social and economic development of Mozambique, with special relevance in the rural areas, by means of promoting the business mind, improving the access of national entrepreneurs to financial services and implementing integrated development programmes, where the offer of financial resources is combined with the training of human capital. Other partners include Ministry of Labour and Social Security and vocational Training Institute (IFPELAC).
