Appui de France (MAE) à l’Alliance 8.7 (composante globale)

Under a multi-donor initiative, the project aims at supporting the activities of Alliance 8.7 at Global Level. Alliance 8.7 is an inclusive global partnership with the mission to assist all UN member States to fulfil their commitment to achieve Target 8.7 of the UN Sustainable Development Goals: Take immediate and effective measures to eradicate forced labour, end modern slavery and human trafficking and secure the prohibition and elimination of the worst forms of child labour, including recruitment and use of child soldiers, and by 2025 end child labour in all its forms. While many countries and organizations are taking active steps to achieve Target 8.7, there is an urgent need for coordinated global action. The Alliance brings together actors at all levels to collaborate, strategize, share knowledge and ultimately accelerate progress so we can deliver on this commitment by 2030. The strength of the Alliance lies in the diversity of its partners and their commitment to reaching across borders and meeting the challenges together. It is composed of Partners, Pathfinder Countries, a Global Coordinating Group, Action Groups and a Secretariat. An integral part of Alliance 8.7 are Pathfinder Countries. These are countries that commit to going further and faster to achieve Target 8.7 of the Sustainable Development Goals. All UN member states have committed to do more, so pathfinder status is open to any country, regardless of development level. The pathfinder countries also allow for regional initiatives to be developed, based upon the examples and progress they have already made. Already the African Union (AU) has signed up to the Pathfinder initiative and held consultative meetings and a similar meeting has taken place amongst Latin American and Caribbean countries (LAC). Several countries have already expressed interest in participating as pathfinder countries. To turn these expressions of interest into concrete action on the ground the following process is being proposed: * An expression of interest is submitted via an appropriate government minister to become a pathfinder country, with a senior government official appointed to lead the acceleration effort. * Convene a Strategic Planning workshop at country-level with all interested Alliance 8.7 partners to develop an operational plan with key priorities, actions, necessary resources and indicators to achieve accelerated deadlines. * Report against agreed indicators to showcase progress being made and to provide visibility to those countries achieving success. * Support Alliance 8.7 outside its own country context. The ILO is currently the Secretariat of Alliance 8.7, which has an administrative function and supports the operation of the Global Coordination Group, which is currently chaired by France. This project will enable the Secretariat to further enhance and roll out the Pathfinder Countries strategy through the development of tools to guide the process and other communication products to showcase countries’ commitment and progress against agreed priorities to achieve Target 8.7. In order to maintain and increase awareness of Alliance 8.7 and the momentum behind the Pathfinder Strategy, this project will also support activities to enhance stakeholder engagement and outreach to better connect partners and attract new ones, support action group activities and facilitate knowledge sharing, all while keeping the spotlight on Pathfinder Countries. This proposal was prepared in coordination with another proposal supported by France under the same umbrella project for action of the ILO in the Sahel Region with priority on G5Sahel Countries and the support provided through the Sahel Alliance to identify possible synergies in the implementation.
