Catalyzing Municipal Social Protection
The Catalyzing Municipal Social Protection joint programme will aim to solve the lack of Municipal level ownership over the provision of social protection services to those in their communities at the greatest risk of being left behind. New mechanisms have been created to help address this gap but are not yet functional. Although the state social protection services (cash and disability assistance, national health system) will remain critical, they need to increase their coordination with Municipal authorities closest to the population. The programme will work in six municipalities to create pilot quality social care plans, provide incentives to trigger the capitalization of the Social Fund at the central level and support the increased allocation of resources at municipal level. It will assist the selected municipalities with the implementation of their plans by experimenting with better social care and health service coordination and integration, and demonstrating quality integrated activities. Under this joint programme, the ILO will provide expertise through UNICEF. The main contributions of the ILO entail empowering vulnerable communities to deliver quality social care services through capacity building on integrated social care services, and developing financing options for extending social protection coverage and benefits developed and assessed at the national and municipality levels through conduct of expenditure and fiscal space analysis and national tripartite dialogue with all stakeholders to discuss the establishment of the social protection floor in Albania.
