Technical Assistance – Monitoring, Key Performance Indicator Development

This project involves a continued collaboration between the ILO’s impact insurance Facility (the Facility) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The key outputs of this collaboration will be a template for a Knowledge Performance Indicator (KPI) dashboard, including backing calculations and data requirements, and a related user guide, to be used by State Life Insurance Corporation and/or any other insurance Third Party Administrator (involved and the management of the Sehat Sahulat Program). As in Phase I, the State Life Insurance Corporation continues to administer the program. This assistance is key to improving financial management. In addition to providing tools for enhanced transparency, the KPIs will act as early warning indicators, signalling whether the claims experience is evolving in accordance with expectations or whether something is starting to go amiss, requiring further investigation and corrective action. The project will also disseminate related reports and webinars as was done for the first independent actuarial analysis in 2019. The Facility will promote peer learning and capacity building through the Facility’s wider community of practitioners in order to share lessons learnt. The project contributes to strengthening the financial governance and risk management capacity of the relevant institutions and their social partners by providing appropriate analytics for data-driven decision making.
