Actuarial Technical Assistance for the Health Insurance Board of Nepal
The Health Insurance Board (HIB) of Nepal is a public organisation established under the Health Insurance Act, 2017 and is responsible for the implementation of the health insurance programme in Nepal. The HIB consists of representatives of the government, experts and beneficiaries. The HIB has the responsibility to implement and manage the health insurance scheme. HIB is required to undertake all necessary actions to secure access to health care services (as per the benefit package defined in the Health Insurance Act of 2017, Chapter 2, articles 5 and 6) for the whole population. Acting as a purchaser, HIB enters into contracts with healthcare providers for the provision of healthcare services. The project will contribute to the improved financial governance of the health insurance scheme managed by HIB and therefore to the long-term financial sustainability of the scheme. The present project aims at supporting the realization of one immediate objective that contributes to the development objective stated above: Provide the HIB with an actuarial valuation of the health insurance scheme of Nepal supporting effective anticipation of changes and evidence-based decision-making. The realization of this objectives will support the HIB in meeting its main responsibilities with respect to financial governance.
