Achieving reduction of child labour in support of education
The project’s overarching goal is the reduction of the worst forms of child labour in the agricultural/rural communities in selected zones. In order to reach this ultimate goal, the project interventions in Myanmar and the Philippines are designed to broadly cover: (i) child labour reduction through improvements in the education services and opportunities; (ii) economic empowerment and social mobilization of farming communities; and (iii) improvement of the regulatory framework and institutional development for the elimination of child labour. In both countries, emphasis will be on children in the post-conflict/conflict zones (in agriculture and rural communities), as child labour is prevalent in these environments and circumstances. The project includes a regional component to facilitate the sharing of knowledge, experience and lessons learned not only among the two countries but also more broadly in the region to support both regional/global) alliance against child labour, referred to as the ALLIANCE 8.7 initiative. And at a regional level, the project will work with ASEAN to review and revise the ASEAN Roadmap on the Elimination of Child Labour which expired in 2016 (with new timeline set at 2025). At a global, the project will use the ILO’s function as the secretariat of the ALLIANCE 8.7 in sharing information and reporting on initiatives supporting the progress towards SDG 8.7 . As such, the project will be implemented in the framework of the IPEC+ Global Flagship Programme (IPEC+) and will be syngergized with on-going child labour projects in the ILO Liaison Office in Yangon, Myanmar and in the ILO Country Office of the Philippines, therefore, will contribute to the implementation of the DWCPs, respectively.
