Elaboración del diagnóstico y formulación de una política regional de reconversión laboral de la población que ejerce la distribución de combustibles sin la observancia de las normas legales que serán desarrollados en 2020

The project consists of cooperation and technical assistance from the International Labor Organization (ILO) to the actions of the Ministry of Mines and Energy of the Republic of Colombia for the development of a strategy for the diagnosis and formulation of a regional policy for the labor reconversion of the population that distributes fuel without observing the legal norms that will be developed in 2020. The proposal for intervention that emerges from the development of the diagnostic activities should focus on two lines, oriented towards productive inclusion and labor inclusion. The project intends to design a strategy that will allow the effective transition from the informal to the formal economy, of the people who are engaged in fuel distribution without the observance of legal regulations. This will be done by strengthening institutions' capacities, designing a line of labor inclusion, focusing on closing gaps, especially in human capital, and designing a line of productive inclusion that accompanies productive units in structuring viable business plans, through training and the purchase and delivery of assets, a strategy that aims precisely at improving the employability conditions of a targeted group of the country's population.
