Vietnam:New Industrial Relations System (NIRS)
The project focuses on the role of government – mandated by Convention No. 98 – “to encourage and promote the full development and utilisation of machinery for voluntary negotiation between employers or employers' organisations and workers' organisations, with a view to the regulation of terms and conditions of employment by means of collective agreements." In this regard, the project focuses on activating the social partners using nationally generated evidence-based research to prompt their social dialogue on the evolution of the new industrial relations system, with a view to action planning for harmonious, stable, and progressive industrial relations (Outcome 1). The project’s strategy for Outcome 2 focuses specifically on formulating government’s promotional policy and guidelines, and continuing on developing current efforts to closely monitor collective bargaining processes. Following on ILO’s Voluntary Conciliation and Arbitration Recommendations, 1951 (No. 92), the strategy behind Intermediate Outcome 3 is organizational capacity building and individual training for systems that enable “[v]oluntary conciliation machinery, appropriate to national conditions, made available to assist in the prevention and settlement of industrial disputes between employers and workers.” By moving forward with these three strategic thrusts, the project contributes to the development and use of industrial relations systems that conform to international standards and Viet Nam’s commitments to other ILO member States and partners in international trade.
