Rural Roads Accessibility and jobs Mozambique (RAJ-MOZ)

On 14 March 2019, Cyclone Idai made landfall near the port City of Beira, home to 500,000 people. Road infrastructure suffered a severe impact: In Manica province 239 km (10%) have been affected of which 65 km (3%) are damaged. This situation posed severe challenges to livelihood activities in region, creating job shortages and reducing disposable income that could be used for livelihood restoration, thus creating a dangerous poverty trap. There is a huge need in the affected area to deliver quality infrastructures, especially tertiary roads to connect isolated communities to markets, but there is also an urgent need to create jobs that can generate income. Thanks to the support of Japan, ILO is using its Employment Intensive Investment Program to deliver solutions that can tackle employment creation and delivery of quality infrastructures. Partnering with the National Road Authority, a group of workers and small-scale contractors will receive training on use of Japanese technologies for subbase construction, pedestrian bridges and low-cost paving of rural roads using Low Volume Sealed Roads (LVSR), covering essential aspects of rural road upgrading/restoration using labour-based methods. These activities aim at strengthening the local capacity for rebuilding disaster-resilient road infrastructure using pro-employment and local resource based approach. At the same time, activities maximize opportunities for productive employment for the youth and women, improving their employability and helping to mainstream gender-sensitive as well as pro-employment and climate-resilient construction techniques in the road sub-sector.
