Increased capacity of constituents to formulate and implement gender-responsive national employment policies, identify skills mismatches and future skill needs
NEP 2.0 advocated by the ILO’s Employment Policy Department and articulated in the Programme and Budget 2020-2021 aims to align employment policies to the ILO 2019 Centenary Declaration on Future of Work. In particular, these policies while based on the traditional and tested methods and strategies, and the ILO Employment Policy Convention 122, have a greater focus on addressing the emerging challenges brought about by the profound transformations in the world of work. They reaffirm the human-centred approach which is at the heart of the Centenary Declaration and put a particular emphasis on investing in people, institutions and strategic sectors, to achieve full, productive and freely chosen employment and decent work for all. Gender equality is central to these policies to ensure that women and men benefit equally from structural transformation and technological upgrading within sectors. Given the continuing youth employment challenge, achieving better youth employment outcomes will also remain a key objective of the national employment policies. Also, based on the lessons from the last biennium and on the recommendations of the previous evaluations (ILO-SIDA 2014-2017, ILO-SIDA 2018-19), it is proposed that the new phase of the partnership focuses on an integrated approach to both demand and supply side employment interventions and skills and lifelong learning policies as part of a new generation of employment and skills strategies.
