Women’s Empowerment through supporting and capacitating public stakeholders and social entrepreneurs to promote and create sustainable, inclusive business models and social enterprises with a focus on the green and sustainable economy

The ILO has joined forces with other UN agencies to streamline an intervention that stimulates sustainable and environmentally friendly development in the Upper Basin of the Vjosa River (Southern Albania). The region and its famous river, which is often referred to as “the last unexploited river” in Europe, is one of the least populated in the country and is affected by high rates of outmigration. Furthermore, the area is characterized by increasing unemployment as well as underemployment rates. As a response to this trend, the ILO conducts a Market Systems Analysis (MSA) to identify a set of evidence-informed actions that address decent work deficits and the potential for job creation. The focus is thereby on the green economy and enterprises that strive to safeguard the environment. The MSA methodology unveils the root causes that hinder growth in a selected value chain. By understanding the constraints, feasible interventions are identified that help enterprises overcome obstacles and lead to more inclusive and sustainable growth within a value chain. Enhanced value chains, in turn, can potentially create new employment opportunities, either through entrepreneurship, or through enterprises with additional capacities to employ new workers. The MSA approach puts the capacities of key actors in the value chain at the centre. Like this, the key (local) actors are enabled to drive the change.
